Project Description:
The Cayuga County Soil and Water District plans to stabilize by rock rip rap and strategic planting, four locations along the Owasco Inlet, varying in length: 300', 175', 300' and 200', totaling 975'.  Location: property owned by the applicant, Don Anderson III, 790 State Route 38, south of the Hamlet of Locke.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: Cayuga County Soil and Water Cons District
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jun 14 2002.

Project Description:
The applicant proposes to excavate sand and gravel below the water table from a surface unconsolidated formation on a 13.4 acre mining facility on a 135.8 acre parcel.  The site will be reclaimed as a pond, subdivision road, and open space. Screening or processing of material may occur on-site but will require a modification of the permit and mining plans as specific details become available. The mine, known as the Wells gravel pit,  is located west of the Village of Central Square and south of NYS Rte. 49 in the Town of Hastings.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
