Project Description: The applicant proposes to
mine topsoil to a depth of 8 inches over 8 acres of land that he
owns on the west side of Nelson Road south of the Peru/Plattsburgh townline in the
Town of Peru. The 8 acres represents both the life-of-mine and permit term (3 years)
acreage to be disturbed by mining activity. Topsoil will be stockpiled on site during the
course of the mining operation. Upon completion of mining, the site will be reclaimed
by minimally grading to a level contour followed by application of fertilizer and lime to
the remaining soil layer and seeding with perennial rye grass with a covering of hay or
straw mulch to achieve a uniform vegetative cover over all disturbed areas.

Project Description: The applicant proposes to
relocate and construct an access road for the Oak Hill Mine
Site located off NYS Rte. 9 in the Town of Lewis. Construction of the road in its
presently proposed location will require disturbance of approximately 280 lineal feet of
the bed of an unnamed Class C (t) tributary of Big Pond for the installation of a 155 l. f.
length of 60 inch diameter reinforced concrete pipe to convey the stream under the
roadway. A temporary sand bag coffer dam will be constructed upstream of the work
area and stream flow will be maintained through a 24 inch diameter plastic corrugated
pipe, both of which will be removed upon completion of the culvert installation.

Project Description: Douglas Wood is proposing
to continue an existing shale mine on 6.0 acres of a 15.1 acre parcel.
The property is owned by Frank J. Faryniarz and is located at 3597 County Route 21 in the Town
of Whitehall. The mining will be conducted at a level of intensity that will exceed the specific
threshold (more than 1000 tons per year) requiring a permit. Consolidated material (shale)
will
be excavated from the mining face by a tracked excavator. The face will range from less than 5
feet high to a 35 foot maximum height. The average height of the mining face will be 20 feet. A
1000 foot haul road will provide direct access to County Route 21 (Washington County
Department of Public Works). There will be less than ten loaded truck trips per day leaving the
mine site. The life of mine is anticipated to be ten years with an annual production of less than
10,000 cubic yards of material. The reclamation objective is to return the property to agricultural
land and open space. A copy of the application can be reviewed at the NYS DEC Office in
Warrensburg.
