Project Description: Applicant proposes replacement of the existing Fowlerville Road Bridge across the Moose River, a designated scenic river in the New York State Wild, Scenic and Recreational Rivers System. The project, after evaluation of a number of alternatives, will include improvement to the abutments and approaches to the bridge on the current alignment upgrade bridge structure for two lane traffic with no height restrictions, and landscaping embankments. The project will result in loss of 630 square foot wetland. An off-site detour will be used during construction.

Project Title: Ted and Julia Lanphear

Location: Town of Clifton, Tooley Pond Road, St. Lawrence County

Project Description: The action involves a proposed eight lot subdivision for the purpose of constructing a hunting and fishing cabin on seven of the proposed lots which will each be five acres in size. A previously permitted single family dwelling exists on a 12 acre lot which will be retained and not be further developed. Each hunting and fishing cabin will measure less than 1,250 square feet in size and will only be used for hunting, fishing and similar purposes. The cabins will be served by rudimentary on-site wastewater treatment (privies only for blackwater) and water supplies (no drilled wells). The cabins will not be connected to public utilities.

Negative Declaration

Jefferson County - The Village of Deferiet, as lead agency, has determined that the proposed Zoning Law Amendments - Local Law No. 1 of 2002 will not have a significant adverse environmental impact. The action involves amendments to Zoning Law to update and revise the definitions, add Business 1 District to promote business development in Village Center, add Business 2 District to provide for larger lot commercial development, and the Black River Protective Overlay District to protect the shoreline areas of the Black River; to modify the district boundaries accordingly; to eliminate Site Plan Review and enhance the use of Special Permits for identified uses. The project is located in the Village of Deferiet.

Oneida County - The Village of Oriskany Falls, as lead agency, has determined that the proposed Wastewater Treatment Plant Modifications will not have a significant adverse environmental impact. The action involves the construction of a 500,000 gallon excess flow storage tank and pump station, a maintenance equipment garage, replace UV disinfection system and replace inter mitten sand filter media, piping and partition walls. The project is located in the Village of Oriskany Falls.
