Project Description:
Western NY Concrete Corp proposes to reopen and expand an existing surface sand and gravel mine.  Previous mining operations affected 8.5 acres on this site north of Route 20 in the Town of Alexander.  The expanded mine will affect a 24.3 acre life of mine (LOM) area within a 35.34 acre parcel owned by Penepent Corp., approximately 1.1 miles east of the Village of Alexander.  The mine is intended to operate as a traditional surface extraction of sand and gravel.  Mining is not proposed for below the local water table, and mining activities will not encroach upon the Class 2 Freshwater Wetland BS-36, or its 100 foot wide adjacent area, which is immediately west of the mine site.  During the next 5 year permit term, mining operations will affect 5.3 acres of the LOM area. Excavation will be done by mechanical equipment.  No blasting is proposed.  Mining is proposed to remove approximately 250,000 cubic yards of sand and gravel over the estimated 15 year operational life of the mine, or about 16,700 cubic yards per year.  Topsoil and overburden will be stockpiled for use in site reclamation. No processing of materials will occur on site.  Excavated sand and gravel will be loaded directly onto dump trucks for transport approximately 1.5 miles to an existing processing plant on Hunn Road, also in the Town of Alexander.  Final reclamation will restore the site to graded and re-vegetated open land, and will include the replacement of stockpiled topsoil and seeding.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:
The applicant proposes to develop and operate a 2.5 acre surface sand and gravel mine located on the north side of Route 31A in the Town of Barre, Orleans County.  The mine is intended to operate as a traditional surface extraction of the unconsolidated sand and gravel.  Mining is not proposed for below the local water table.  Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and will remove approximately 10,000 cubic yards of aggregate sand and gravel over the operational life of the mine.  Material will be stockpiled as unprocessed “run-of-bank”, or loaded directly into trucks for delivery off site.  This site has been previously used for mining.  Final reclamation will restore the site to wildlife area with within uniformly graded and revegetated open land.  Upland reclamation will include the replacement of stockpiled topsoil, and reseeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 2.5 (LOM) acres.

Hakes C&D Disposal Inc. has applied for a modification to their 360 permit and a variance to change the maximum allowable soil particle size to up to three inches in the lower 18 inches of the compacted clay liner at the Hakes Construction C&D Site located at 4376 Manning Ridge Road in the Town of Campbell.  Region 8 Department staff have recommended that the modification and variance be approved based on the construction certification report which indicated that that clays with slightly lower particle sizes met the required permeability requirements.  The permit will be conditioned to exclude materials that do not meet the permeability requirements. The file is available for review and comment at the Region 8 office.
