Project Description: The Department has prepared
a draft permit and is prepared to issue a revised Title V
permit that clarifies regulatory terms, reliance upon regulatory citations to describe certain
federal requirements, and permit provisions requiring compliance certification. The revised
permit also contains revised notification and general condition language and the inclusion
of provisions under 6NYCRR Part 204 of the "NOx Trading Budget Program". These
changes do not affect any existing emission limits or standards and do not authorize any

International Paper's Hudson River mill in Corinth is a manufacturer of paper products from mechanically pulped wood. Emission sources are three paper machines, pulping operations, and three boilers. The Volatile Organic Compound (VOC) emissions from the paper machines and pulping operation make this facility a Title V source.

(the “permitting authority”) that are relevant to this permitting decision should contact the

Project Description: The Department has received
a complete application and has developed a draft Title IV
(Phase II Acid Rain) permit for the Indeck Corinth Energy Center facility. This permit will
require the facility to hold allowances to cover sulfur dioxide emissions and adds
additional monitoring and reporting requirements. The Title IV permit does not change
emission requirements which are already addressed in the facility's Title V Permit. When
the Title IV Permit is issued, its requirements will be incorporated into the Title V Permit.
Administrative changes will also be made to the Title V Permit at this time that will
replace some current conditions with Department mandated revisions. These
administrative changes include revising the format of the permit to clearly separate
conditions which do not require annual compliance certification from those that do and
updating the General Conditions contained in the permit. The draft Title IV permit is

control of water chestnut, a non-native plant. The treatment area is a 4 to 5 acre isolated

Kayaderosseras Creek inlet (Freshwater Wetland #Q-11, class I). The area is
inaccessible to mechanical harvesters, and the water chestnut growth is too large is to be
effectively hand pulled. One application of Aqua-Kleen is proposed in June 2002.

The Glens Falls Lehigh Cement
Company facility in Glens Falls consist of a Portland
cement manufacturing operation and an associated quarry. Various types of Portland
cements are produced using a combination of limestone, sand, gypsum, and other
materials of similar chemical composition. These materials are heated in the facility's rotary
kiln to form cement clinker, which is then cooled and ground to form cement.
