Project Description:
The Port Authority of New York & New Jersey (Applicant) is proposing to construct a new ferry terminal to be located on the Hudson River adjacent to the World Financial Center and within the Battery Park City complex. The proposed location is within the 200' by 700' area of the Hudson River set aside by the US Congress in a 1988 amendment to Public Law 100-2-2, for New York Harbor passenger ferry service and declared "not to be part of the federally authorized Channel Deepening Project".

The proposed floating, five-boat capacity ferry terminal is 32,000 square feet and would replace a two-boat capacity ferry terminal measuring 6,200 square feet. Due to land-side constraints all facilities (ticketing, waiting area, rest rooms and concessions) required for standard ferry operations will be housed on the floating terminal.

Major elements of the proposed ferry terminal are: the floating ferry terminal itself, two anchor towers, eight monopile fenders and two ingress-egress ramps. Fabrication of the major project elements would be at off-site locations, with the completed components being towed to the project site. Approximately 2,000 cubic yards of river sediments will need to be excavated to allow for construction of concrete base supports for the two anchor towers and eight fender piles. Dredging will not commence until such time as the Applicant has selected a placement site for the dredged sediments and had that site approved by the Department of Environmental Conservation.

The existing ferry terminal will be relocated within the project site and secured with temporary concrete block anchors so that it can remain operational during installation of the permanent facility.  
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jun 21 2002.

Project Description:
The applicant proposes to reconstruct and enlarge an existing one-family house within the adjacent area of NYSDEC regulated Class II Freshwater Wetland AR-30 (Blue heron North). A 30 foot deed restricted vegetated buffer area will be established between the wetland and the development. The project is located at 259 Tallman Street, Staten Island - Block 6426 Lot 30.
State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
