Negative Declaration

Cayuga County - The City of Auburn, as lead agency, has determined that the proposed City of Auburn Landfill No. 2 Vertical Expansion and Cell No. 3 Liner Extension will not have a significant adverse environmental impact. The action involves construction of Cell No. 3 at the City’s Landfill No. 2. Cell No. 3 will consist of an eight-acre double composite landfill liner extension in accordance with 6 NYCRR Part 360. The action also includes a major permit modification resulting from adjustments of horizontal and vertical limits. The horizontal expansion proposed for Cell No. 3 is based on an update of property line survey information contained in the Part 360 1989 Permit Application, and the redesignation of a vehicle maneuvering area for waste disposal purposes. However, the size of the Landfill No. 2 footprint designated for waste disposal addressed by this action is slightly less than the Landfill No. 2 footprint illustrated in the 1989 Part 360 Permit Application. The first vertical expansion decreases the elevation of the landfill liner system in Cell No. 3 to reflect current topographical conditions, minimizes the quantity of fill required, and minimizes the project cost. The second vertical expansion increases the final waste elevation in Cell Nos. 1, 2 and 3 of Landfill No. 2 approximately 20 feet from an elevation of 645 to an elevation of 665 in an effort to restore airspace lost during the development of Cell No. 1 and Cell No. 2. The estimated total airspace that will be contained in Landfill No. 2 as a result of this action is slightly greater than the estimated total airspace contained in the 1989 Part 360 Permit Application. The project is located at the City of Auburn Solid Waste Management Complex, 285-311 N. Division St., Auburn, Cayuga County.

Tompkins County - The Dryden Central School District Board of Education, as lead agency, has determined that the proposed K-2/3-5 Elementary Project will not have a significant adverse environmental impact. The action involves the additions and alterations to Dryden Elementary School to accomplish the consolidation of K-2/3-5 instructional programs from current locations at Freeville Elementary School and Cassavant Elementary School. The project is located at 36 Union Street, Town of Dryden.
