Project Description:
The Department has drafted and made a tentative determination to issue a modified SPDES Permit No. NY-0001198 for a 10,000 gallon per day (GPD) activated sludge wastewater treatment plant (WTP) with dual media filtration and UV disinfection, and a Stream Disturbance Permit to install an outfall from the WTP to Connoisarauley Creek. The WTP plant will replace the existing subsurface disposal system used to treat the sanitary and process wastewater produced at the applicant's meat processing facility located at 9129 US Route 219 in the hamlet of Ashford Hollow.  Discharge will increase from 3,000 GPD to 10,000 GPD and will change from groundwater discharge to surface water discharge.  Proposed outfall #003 will replace existing outfalls #001 and #002 and discharge to Connoisarauley Creek.  This tentative determination indicates that the discharge is considered to satisfy regulatory requirements for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:
The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Jamestown Macadam Plant #4- Poland
Site located on the west side of U.S. Rt. 62, approximately 1500 feet north of the NYS Rt. 17 Interchange in the Town of Poland.  This application is for a modification of an Air State Facility Permit of an existing permitted asphaltic concrete producing operation. It is a 500 tons per hour (TPY) Astec asphalt parallel flow drum dryer-mixer with coater, knock out box and a Astec Model BH 75 baghouse.  The Modified Draft Permit would allow the facility to burn Waste Fuel A (waste oil), and natural gas in addition to the presently permitted  fuel oil.  Conditions from 6NYCRR Part 225-2 have been added to ensure the Waste Fuel A conforms to the contaminate limits allowed in the fuel.  The appropriate directives contained in Air Guide 17, Trade and Use of Waste Fuels for Energy Recovery Purposes, are included in this modification.  No conditions have been added regarding using natural gas.  The modification would reduce the 12 month asphalt production  limit from 650,000 tons per year to 375,000 tons per year.  This reduction in tonnage reflects new higher AP-42 emission factors.  This production limit will keep the firm's actual emissions of NOx,  PM10,  CO, SO2 and VOC below 25 tons per year (TPY) for fee billing purposes, and will also keep it below the Title V applicability thresholds.  All other facility data remains as currently permitted.  The application and Draft Permit are available for review at the the Region 9 Office of the New York State Department of Environmental Conservation.

The Department has prepared a draft permit and made a tentative determination to approve an application for a modification of an existing permit for the discharge of treated sanitary wastewater to groundwater.  The modification would allow an expansion of treatment systems to handle a total additional discharge of 31,250 gpd to service an additional 135 mobile homes.   The project is located on the south side of Main Street opposite Kraus Road.  The application and draft permit are available for review at the Buffalo Regional office during business hours.
