The applicant proposes to construct within 18" of the existing bulkhead 82 linear feet of bulkhead, add two 8 ft. returns, and backfill with 20 cubic yards of fill.  Elevation of the new bulkhead is proposed 20" higher than existing.  Remove and replace the 6 ft. x 6.5 ft. seaward platform and two mooring piles, add one mooring pile, and extend an existing drainage pipe.  Dredge a 20 ft. x 30 ft. area in the location of the existing float to a maximum depth of 4 ft. below mean low water.  Resultant 25 cubic yards of dredged material will be used as backfill.  The property is located at 3060 Riverside Drive, Wantagh, Town of Hempstead, County of Nassau, on Bellmore Creek.

Project Description:
The Department has made a tentative determination to approve an application to surrender the Title V permit and to approve Emission Reduction Credits for the applicant’s surface coating facility located at 625 Main Street, Westbury, NY. The facility was engaged in the manufacture of pressure sensitive tapes and labels. The facility shut down its operation at this location on 9/27/1999.  This will establish an emission reduction credit (ERC) based on past reductions of 4.45 tons of Volatile Organic Compounds resulting from the shut down of the emission sources. This shut down of operation and surrendering of the Title V permit will establish VOC emission reduction credits of 3.34 tons. 1.11 tons will be retained by the NYSDEC in accordance with 6NYCRR 231-2 “New Source Review in a non-attainment area”.   The application is available for review at Region 1 office of the NYS Department of Environmental Conservation.
