Project Description: Flower City Transfer Inc.
has applied for a Part 360 Permit to operate a new 1,000 ton per
day transfer station, to manage municipal solid waste (MSW) and construction and
demolition (C&D) debris, at 200 Ferrano Street in the City of Rochester, New York. The
facility will be located on a 9.7 acre site which was previously operated as a C&D
transfer, processing and recycling facility by American Recycling Services, Inc.. Flower
City Transfer Inc. proposes to utilize an existing maintenance building, demolish the
existing transfer structure, and construct a new 120' by 200' transfer structure at the north
end of the property. The facility also proposes to handle commercial waste and
household waste. The applicant indicated that the majority of the waste will be collected
in Monroe County with the remainder from surrounding counties. The application is
available for review and comment at the NYSDEC Region 8 Office.

Project Description: The applicant proposes to
modify and expand an existing 71.3 acre sand and gravel mine
by adding 14.4 acres to the life-of-mine acreage. The modification includes reducing the
setbacks on the northern and western property lines from 200 to 25 feet; expanding the
water supply pond; and relocating the haul road from Parker Road to Hydesville Road.
The mine will continue to operate as a traditional surface extraction of sand and gravel
from both above and below the water table. Mining is proposed to remove over
4,584,740 cubic yards of material over an estimated mine life of 30 years and over six
phases of the mining operation. Final reclamation will restore the site to an open water
pond and wildlife habitat. The modified life-of-mine will be 85.7 acres. Application
materials are available for public review and comment at the Regional Office of NYS
DEC.

Project Description: The applicant proposes to
construct a 160 ft by 180 ft post frame metal building for
potato storage. Associated with the building will be parking/unloading areas. The
building and the parking/unloading areas will be partially within NYS Freshwater
Wetland WI-32 (Class 3) and its 100 foot adjacent area. The application indicates that the
project would result in adding 1,872 cubic yards of fill to 0.24 acres of Wetland WI-32
and 13,803 cubic yards of fill to 1.78 acres of the wetland’s adjacent area. The applicant
has agreed to propose a wetland mitigation area to compensate for the project's impacts
on wetland and adjacent areas. The project plans indicate that the mitigation area will
adjoin current boundaries of Wetland WI-32 and will consist of a shallow pond of
approximately 0.8 acres, surrounded by 100 foot adjacent area. The project site is located
on the east side of Russell Road, approximately 500 ft north of the intersection with
Marion - East Williamson Road. Application materials are available for public review
and comment at the NYS DEC Regional Headquarters.
