Project Description: The Department is prepared
to issue a permit modification for the Griffith Oil Rochester
facility to allow the installation of a new vapor combustion unit ( dual flare vapor
destruction unit ) to replace the current unit at the gasoline loading rack in Emission
Unit 1RACKS. The increased efficiency of the replacement unit is calculated to reduce
the potential to emit of Volatile Organic Compounds (VOCs), individual and total
Hazardous Air Pollutants ( HAPS) to below the thresholds of 40 CFR Part 63 Subpart R
and Title V of the Clean Air Act. The applicant proposes to remove the current capping
conditions that limit throughput of distillate and gasoline at the facility and replace them
with a capping condition that limits facility emissions of VOCs to 99,000 pounds per
year based on continuous operation of the vapor destruction unit during loading.
The applicant has agreed
to maintain records that verify facility emissions during any
consecutive 12 month period. All required records must be maintained on site for a
minimum of 5 years and made available to the Department upon request to verify
compliance with permit conditions. The application and draft permit are available for
review at the Region 8 office located at 6274 East Avon-Lima Rd., Avon.

Project Description: Applicant proposes to construct
a transportation facility on a 55 acre site located on the
SE corner of Middle Rd. and Lehigh Station Rd. in the Town of Henrietta. The project
will result in unavoidable impact to .073 acre of state regulated wetland HR-20. The
construction of stormwater ponds will involve approximately .9 acre minor alterations to
the 100 ft. adjacent area. A second stormwater pond will be constructed upland of the
wetland as mitigation for the unavoidable wetland loss.

Project Description: The
Department of Environmental Conservation (DEC) has received an application to
re-issue the following EPA minor Private/Commercial/Institutional State Pollution
Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative
determination to re-issue this permit for a five-year period, maintaining the current
effluent limitations and monitoring and reporting requirements. This permit involves the
surface discharge of up to 5,500 gallon per day of treated sanitary waste to the Naples
Creek.
Additional
information including the current permit, renewal applications, and
supporting documentation may be obtained from, or inspected at the NYSDEC central
office in Albany. Substantive comments on the permit or requests for a hearing or both
must be submitted in writing to the contact person.

Project Description: The Town of Ontario has
submitted an application to compost sewage sludge generated
at the sewage treatment plant located south of Lake Road and near Bear Creek Harbor.
Sludge generated at the drinking water treatment plant will be hauled to the site for
composting. The composting method will be the static pile method with a windrow
operation. Wood chips will serve as a bulking agent. The annual volume to be processed
will be 724 cubic yards of sludge. The final product will be available for public use with
a prohibition on crops to be used for human consumption.
