Project Title: Olympic Regional Development Authority & Independent Wireless One

Project Description: The project involves the placement of three flat panel telecommunications antennas on the 120 Meter ski jump tower at the Intervale Olympic Ski Jump Complex on NYS Route 73 in the Town of North Elba, Essex County. The three antennas will be mounted vertically on the northeast, northwest and southwest support pillars of the 120 meter ski jump tower. The antennas are 10.6 in. wide, 2.7 in. thick and 65.2 in. long. They will be mounted at different heights on the support towers, but such that they do not extend above the support pillars. The antennas will be color-matched to the tower. Two weatherproof equipment cabinets will be placed on the site at the base of the tower within a fenced area adjacent to two existing telecommunications equipment buildings. The project also involves the placement of a GPS antenna, about 18 inches in height, on a tray/ice bridge located between the equipment cabinets and the base of the ski jump tower.

Project Title: Village of Saranac Lake Riverwalk

Location: Two locations along the Saranac River shoreline in downtown Saranac Lake; Hydro Point Park below the Lake Flower Dam and between Broadway and Church Streets.

Project Description: The project consists of development of two new components (Phase II) of the village’s "Riverwalk" project. This phase involves two locations along the Saranac River in the downtown area of Saranac Lake Village. One is at Hydro Point Park just below the Lake Flower Dam. A pedestrian bridge and handicap access ramp will be constructed there. The second site is between Broadway and Church Streets. An elevated boardwalk pedestrian bridge, handicap ramp and fishing access will be constructed there. Various other elements are proposed to be a part of the village’s development plan which are not subject to Adirondack Park Agency review so are not described here. A comprehensive vegetative planting plan is also proposed to stabilize and revegetate the shoreline in the areas of new development. In one location, small trees are being cleared to allow for the proposed development. The Agency must consider a variance for this cutting as well.

Project Title: Town of Altamont Water & Sewer District # 17

Location: Little Wolf Pond, Town of Altamont, Franklin County

Project Description: The project involves the installation of new water and sewer lines in the Town of Altamont Water and Sewer District # 17. The project includes the extension of municipal water service to approximately 96 homes in the Little Wolf Pond Area, by constructing a new water distribution system, including a new 8 inch CLDIP water main with valves, hydrants and service laterals. The project also includes two extensions to the existing sewer collection system constructed in 1995 servicing a portion of Sewer District # 17. Extension 1 involves the installation of a low-pressure sewer collection system (i.e., force mains, manholes and grinder pump stations) for 41 existing homes along North Little Wolf Road. Extension 2 involves installation of a low-pressure sewer collection system for 26 homes along South Little Wolf Road.


Negative Declaration

Essex County - The New York State Department of Environmental Conservation, as lead agency, has determined that an amendment to the Unit Management Plan for the Whiteface Mountain Ski Center, will not have a significant environmental impact. The action involves the NYS DEC adopting one proposed amendment to the 1996 Unit Management Plan Update for the Whiteface Mountain Ski Center under the terms and guidelines established by the Adirondack Park State Land Master Plan. The amendment allows for construction of a new intermediate level trail on Little Whiteface Mountain. The new trail will reduce skier traffic and increase skier safety on the one existing intermediate level trail on Little Whiteface. The trail would consist of two trail segments. The first trail will comprise an average width of 80 feet, a slope length of 3,500 feet and a total area of 6.42 acres. No more than 6,445 trees greater than 3 inches diameter at breast height will be cut for construction of this segment. The second trail will comprise an average width of 100 feet, a slope length of 1,200 feet and a total area of 2.75 acres. No more than 936 trees greater than 3 inches diameter at breast height will be cut for construction of this segment. After construction the total mileage of ski trails at Whiteface Mountain Ski Center will be 18.85, with 2.96 miles exceeding 120 feet in width.

Comments on the draft plan amendment will be accepted through May 8, 2002.
