Project Description:
    The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollution Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of up to 12,000 gallon per day of treated sanitary waste to the Waywayanda Creek.

    Additional information including the current permit, renewal applications, and supporting documentation may be obtained from, or inspected at the NYSDEC central office in Albany.  Substantive comments on the permit or requests for a hearing or both must be submitted in writing to the contact person.

Project Description:
The County of Westchester proposes to restore a tidal marsh area on the Hudson River on property it owns located at 21 and 35 Alexander Street.  Theses properties were formerly known as the Naval Militia site and the Habirshaw Club Property and will be developed as a County park.  The project involves the excavation of an area of approximately 4000 square feet of tidally inundated concrete and asphalt debris with creation of two tidal pools, a tidal channel and plantings of appropriate marsh vegetation.  The restoration project is intended to create a total of approximately 10,000 square feet of intertidal marsh.  The project site contains contaminated fill, primarily heavy metals, that will be remediated through a voluntary clean-up by the County.  A final Remedial Action Workplan for these properties has been submitted to the Department for approval.
State Environmental Quality Review (SEQR) Determination: A draft environmental impact statement has been prepared on this project and is on file.

The applicant proposes to construct portions of a building expansion and related facilities within the 100 foot adjacent area of Freshwater Wetland K-12 (Class 2).  The total area proposed to be disturbed within the wetland adjacent area is 20,400 square feet. Activities proposed within the disturbed area consist of:  building addition, stormwater management basin, truck maneuvering area and retaining wall, chain link fence and wetland buffer mitigation plantings.  

The project site is located within the New York City watershed area.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Mount Kisco Village Planning Board
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
