Project Description:
The applicant proposes to modify NYSDEC Freshwater Wetland permit #2-6404-00863/00001,  issued on December 10, 2001, which authorized the construction of 13 multi-family houses on Block 3500 Lot 28 within the adjacent area of NYSDEC regulated Freshwater Wetland NA-7 (South Beach). The modification request proposes to include Block 3500, Lots 14 and 15 and increase the total number of multi-family attached housing units from 13 to 16. The proposed project would include 16 two family units, each with a 3 bedroom unit, 14 with studios and two with one bedroom apartments for a total of 32 separate housing units. A deed restricted "area of no land alteration" was required in the previously issued permit. The applicant proposes to extend the deed restricted "area of no land alteration" approximately 53 feet. The total project site will be approximately 60, 237 square feet (1.38 acres) which currently contains 4 structures; two 1-story and one 1.5 story residential building and a garage. The western portion of the site contains approximately 4,226 square feet of NYSDEC regulated freshwater wetlands and 27,264 square feet of NYSDEC regulated freshwater wetlands adjacent area. The applicant proposes to enhance and re-plant approximately 4,228 square feet of on-site wetlands adjacent area. and establish a 15 foot wide deed restricted vegetative buffer between the development and the wetlands boundary. All proposed houses will be approximately 50 feet or greater from the wetlands boundary. The project is located on the northwest side of Father Capodanno Boulevard between Quintard and Vulcan Street, Staten Island Block 3500, Lots 14 and 15.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than May 17 2002.
