Project Description:
The applicant proposes to install sheet-pile around the upsteam point of the center pier of Local Bridge No. 24-08, County Road 9 over the Genesee River, and rock riprap scour protection around the pier toe.  The project includes removal of gravel bars from the river bed, from about 180 feet upstream to 260 feet downstream of the bridge.  Most of the removed gravel will be used to repair existing scour undermining the pier and provide riprap bedding. Excess will be removed from the site.  All gravel removal will be above the normal low-flow water elevation of the Genesee.

Project Description:
The project is the replacement of Allegany County Route 29 bridge over the Genesee River and the mining of gravel on 3.1 acres of land owned by Steven and Jacqueline Antes. Any on-site processing of mined material will be by a portable dry-screen.  All mined material will be used for the bridge replacement which will include the realignment of approximately 400 feet of Mapes Road, a Town of Willing Highway, and of the WAG (recreation) Trail.  The estimated life of the entire project is 7 months and the reclamation objective for the mine is agriculture.  The bridge site is on County Route 29, approximately 3,400 feet west of NYS Route 19 and the Mapes Road Gravel Mine is located west of Mapes Road, approximately 2,500 feet south of County Route 29.

State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Project Description:
The Department has made a tentative determination to approve a modification to the existing Air State Facility Permit and prepared a draft permit for the Pearl Creek Road facility, which manufactures steel tubing.
The facility is subject to the volatile organic compounds (VOC) control requirements contained in  6 NYCRR Part 228 for the existing tube surface coating lines.  In the effort to comply with Part 228, the applicant has demonstrated that alternative compliant coatings are currently not available for chrome-free coatings, and has completed a reasonably available control technology (RACT) analysis using procedures contained in Air Guide 20.  The Department has reviewed that RACT analysis for VOC and determined that control of  VOC as required by Part 228 is not feasible due to the cost of installing, maintaining and operating controls.  Consequently, the Department has tentatively determined that the facility should be granted a variance from the control requirements of  Part 228.  The proposed permit contains enforceable conditions which establish a basis for approving the variance and all other applicable emission control requirements for the facility's air emission sources.  The conditions also set limits on VOC emissions which correspond to those used in the RACT analysis and require an annual review of feasible control technologies.
 The issued permit will be submitted to the Environmental Protection Agency for review and approval of a single source revision of the State Implementation Plan.  The subject application, draft permit, relevant supporting materials and regulations are available for review at the Department's Region 9 Office, Buffalo, during normal working hours.
