Project Description:
The applicant proposes the construction of: a 1200 feet extension to the crosswinds runway (Runway 28) and the associated taxiway, a holding apron, and an emergency access road to meet current Federal Aviation Administration (FAA) safety standards. As a result of the proposed project, 8.76 acres of federally regulated wetlands would be impacted. An additional 0.14 acres of wetlands would be temporarily impacted during mitigation activities. Proposed mitigation includes the construction of a 970 linear feet drainage channel, restoration of a 1 acre wetland at 40 Wade Rd., establishment of a 1.6 acre forested floodplain wetland adjacent to Shaker Creek on Kelly Rd., and the establishment of 2.33 acres of wet meadow and scrub-shrub wetland south of the Air Cargo Facility. Additionally, the applicant proposes the conversion of a 6 acre wet meadow/emergent wetland, dominated by invasive species to a combination of forested wetland and turtle nesting habitat, involving the establishment of 2 acres of wetlands and the enhancement of 4 acres of wetland.
State Environmental Quality Review (SEQR) Determination: A Final Environmental Impact Statement has been prepared on this project and is on file.
SEQR Lead Agency: Albany County Airport Authority
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Apr 26 2002.
