The Town of Geneseo proposes to extend the water supply and distribution system of the district into its extension #3 and to take for use therein a supply of water estimated to average 2000 GPD from the Village of Geneseo’s Conesus Lake source.  The project included the installation of 1592 LF of 4" water main and appurtenances to serve three new residential duplexes on Groveland Road. Project Description:
The Department has received an application from Eastman Kodak Company for an Air State Facility Permit to authorize creation of a new Emission Unit (EU) U00085, to be located in Building 59 of the Kodak Park Facility in the City of Rochester and the Town of Greece, in Monroe County.  

EU U00085 will include experimental paper and plastic coating operations previously exempted from permitting requirements pursuant to 6 NYCRR Part 201-3.2(c)(44). These operations will become subject to Part 201 permitting requirements due to proposed equipment modifications which will increase potential emissions.  That is, the modifications will increase potential volatile organic compound (VOC) emissions more than the 40 ton per year threshold specified for an existing Major Stationary Source in 40 CFR Part 52.21 Subpart A Prevention of Significant Deterioration (PSD), and 6 NYCRR Part 231-2 New Source Review (NSR) in Ozone Transport Regions.

To restrict EU U00085 VOC emissions to below the 40 ton per year PSD and NSR threshold, Kodak has agreed to a Draft Permit condition which will limit U00085 VOC emissions to 36 tons per year on a rolling 12 month basis.  To verify compliance with this condition, Kodak must maintain a monthly log of VOC input to the U00085 coating operations, and calculate monthly and rolling 12 month emission totals.  All records must be kept on site for a minimum of five years, and be available with all supporting data to Department inspectors upon request.

In addition, sources included in EU U00085 are subject to 6 NYCRR Part 212 Best Available Control Technology (BACT) requirements for emissions of formaldehyde.  In order to satisfy this requirement, Kodak submitted a BACT evaluation which concluded that emission control for formaldehyde is not cost effective.  Based on this evaluation, a maximum emission limit for EU U00085 of 50 pounds per year of formaldehyde is established in the Draft Permit.

The application and Draft Permit are available for review at the Region 8 NYSDEC office.
