Project Description: The applicant proposes to
introduce creosote-treated wood as a fuel substitute for the
whole tree and mill residue wood chips currently used as a fuel source. The use of
creosote-treated waste wood products (e.g. railroad ties and utility poles) require the
Boralex Chateaugay facility to be permitted as a Solid Waste Incinerator and a
Construction and Demolition Debris Processing Facility under the Department's
regulations governing Solid Waste Management Facilities. The creosote-treated waste
wood products will be received in both chipped and non-chipped forms. Non-chipped
pieces will be stored on-site and periodically processed into chip form by use of a
portable grinder brought to the site by a subcontractor. Storage and processing will occur
within the fuel yard. The applicant proposes to substitute creosote-treated wood chips for
up to 30 percent, by weight, of the total fuel currently used. Ash residue resulting from
the proposed combined fuel sources will continue to meet the requirements for disposal
at permitted landfills (currently the landfill operated by the County of Franklin SWMA).
A minor modification to the applicant's Article 19 Title V Air Quality permit to authorize
limited burning of creosote treated wood in the wood waste fuel supply for the Riley
Stoker Boiler at the facility is also under review (DEC #5-1634-00022/00008). Both
applications can be reviewed by making an appointment with the contact person.

Project Description: The applicant proposes to
expand the existing, currently permitted, 4.5 acre sand mine to
a total life of mine area of 24.5 acres. This is part of a 200 acre parcel owned by Scott
and Caroline Robinson. The site is located in the Town of Constable, 800 feet south of
the Bare Hill Road and Cargin Road intersection, on the west side of Bare Hill Road.
Approximately 150,000 cubic yards of material are available over the life of mine, which
is expected to operate through the year 2018. The site will undergo concurrent and final
reclamation, with agricultural production as the final objective.

Project Description: The applicant has proposed to add the processing of material
to an existing unconsolidated
materials (sand) mine. This mine was permitted in 1989 as 6 acre mine on a 155 acre property.
The current application before the Department is for the addition of processing of sand with a
power screen. The power screen will be located in the currently permitted mine. Processing
would be conducted on an as needed basis depending on market conditions. When necessary,
unconsolidated materials would be excavated from the mining face, processed through the
power screen and transferred to trucks for removal from the site. An existing 800 foot haul
road will continue to be utilized to provide direct access to Black Street (Fulton County Route
106).
