Project Description:
Proposed grading and stabilization of an eroding bank along 600 linear feet of the Boquet River (class C(T)), including use of stone rip-rap, filter fabric, topsoil, and replanting with native vegetation.  Bank stabilization will allow for construction of a tertiary wastewater treatment system at the adjacent Willsboro Wastewater Treatment Plant (new wetland contact basins to reduce phosphorus discharge to the river).  The project is intended to improve water quality, aquatic habitat, and public recreation access to the river.  The site is located at the end of School St. in the Hamlet of Willsboro.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Willsboro Town Board
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to resume mining of sand and gravel at a previously permitted site, north of the former and now closed town landfill.  Under the new permit, the life of mine area will increase from 3 acres (which includes 2.5 previously disturbed acres) to a total of 4.5 acres.  This is part of an 82 acre parcel of land owned by Valerie Helms, located approximately 2,000 ft northeast of the intersection of Rock Road and Rt 192, in the Town of Brighton.  Mining activities will remove approximately 3,000 cu yd of material per year for 15 years, or 50,000 cu yd life of mine.  The operation will include the use of one front end loader and one dozer.  Operations will occur May through November, Monday through Friday, 7:30 am to 4:30 pm and occasionally on Saturdays 8:00 am to 12 noon.  A rock crusher will be used occasionally inside the pit.  Trucks will use the existing gravel road.  Final reclamation will include grading and seeding to allow woody vegetation to establish.  The applicant has also applied for a permit with the Adirondack Park Agency, APA# 2001-114.
State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:
The applicant proposes to expand the existing, currently permitted, 4.7 acre sand and gravel mine to a 10.2 acre total life of mine area.  Located in the town of Malone, one mile north of the Cady Road and Bare Hill Road intersection, on the west side of Bare Hill Road, this is part of a 200 acre parcel owned by Scott and Caroline Robinson. Approximately 15,000 to 20,000 cubic yards of material will be removed annually, and the estimated life of mine is through the year 2025.  On-site screening will occur during one month each year, using a portable screening plant.  A new haul road entrance/exit will be constructed to the north of the existing entrance on Bare Hill Road.  The site will undergo concurrent and final reclamation, and will be graded, seeded, fertilized, and mulched, with a final objective of re-establishing woody vegetation.

The Department has developed a draft permit and is prepared to issue the permit for the applicants' proposed discharge of treated wastewater from the new school bus garage. The applicant proposes to discharge up to 500 gallons per day from Outfall 001(Oil/Water Separator) into a ditch that flows into an intermittent tributary of the Schroon River a Class C(T) stream. The facility will be located on the east side of Horicon Ave. approximately 0.5 mile north of Rte. 9.
