Project Description:
The Department has made a tentative determination to approve this application for a modification of the SPDES permit issued on 6/1/98.  The modification is for improvements to the Village of Port Byron's Wastewater Treatment Plant (WWTP): upgrading plant capacity from 0.180 MGD to 0.285 MGD; replacement of existing equipment & process piping; expansion of WWTP site by 0.25 acres; installation of two 24-foot diameter secondary clarifiers; & modification of existing influent/effluent sewer/channel, which includes the replacement of an 8" discharge pipe with a 12" pipe into the Owasco Outlet; and construct new 6" sludge filtrate pipe. A draft SPDES Permit is available for review in the office listed with this Notice.  A Protection of Waters Permit Application/Water Quality Certification is part of this proposal.  Location: Port Byron WWTP, Clark Street, Port Byron, NY.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Port Byron Village Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes the relocation/expansion of the existing, DEC permitted fiber recycling facility from its Allied Signal industrial site to the unoccupied Church & Dwight building.  The proposal is to receive, store, manufacture, and ship animal bedding material generated from beneficial reuses of paper mill sludge, wood chips, and cement kiln dust.  The bedding components have DEC Beneficial Use Determination (BUD), which allows use of the material as animal bedding.  A maximum production of 3,000 tons per week of bedding is planned, with the nominal bedding production to be approximately 30 tons per hour and 1,500 tons per week.  Location: Syracuse Fiber Recycling, LLC, 1416 Willis Ave, Syracuse (C), NY.

Project Description:
The New York State Department of Environmental Conservation (NYSDEC) has received requests to modify permits to operate air contamination sources for the following facility: Solvay Paperboard LLC, 53 Industrial Place, Syracuse, NY 132041035.
     These modifications are being purposed by the permittee for the purpose of the constructing an additional emission unit, consisting of a waste water treatment plant, with two process source emission points.  The facility has already accepted federally enforceable permit conditions in a previously issued permit to operate, restricting the potential to emit volatile organic compounds (VOCs), nitrogen oxides (NOx), sulfur dioxide (SO2) particulate matter (PM), particulate matter smaller than 10 microns (PM10)and hazardous air pollutants (HAPs) from facility emission sources, through (state and federally) enforceable permit conditions and limits which will "cap" emissions at levels which are below the applicability threshold(s) as specified in the following regulations:  Title V (40 CFR 70) of the Clean Air Act Amendments of 1990.  Any facility meeting the requirements to "capout" of 40 CFR 70, will be subject to all other applicable requirements of 6 NYCRR.
    The applicant(s) have agreed to permit modifications which allow the construction and operation a waste water treatment plant requiring federally enforceable permit monitoring conditions which will limit process source stack opacity pursuant to 6 NYCRR 212.6(a) and will also limit process source particulate emission concentration pursuant to 212.4(c).  The Department has prepared a Draft Permit and made a tentative determination to approve this application.  The Draft Permit, with conditions, application, relevant supporting materials and regulations are available during normal business hours at the DEC office provided in this notice.  A thirty (30) day public notice and comment period is required to become federally enforceable, for the purpose of the permit modification.    Comments of support or objection may be made by filing a written statement by the deadline date indicated.  If no comments are received, the modified Permit to Operate will become final shortly after the thirty (30) day comment period.
