Project Description:
The applicant proposes to grade and seed down a portion of a steep bank approximately 15' wide x 25' long in the adjacent area of regulated freshwater wetland W-13, a 72 acre Class II mixed, emergent marsh, open water, and flooded timber wetland and trim and remove ice storm damaged trees on the bank slope.  The project site is located at 1003 LeRay Street in the City of Watertown.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Apr 5 2002.

Project Description:
The applicant proposes to reconstruct approximately 530' of the Jonesville Road, approximately five miles northeast of the Village of Gouverneur.  The roadway will be widened by five feet and three existing culverts will be replaced.  The site is located in regulated freshwater wetland GO-3, a 1,089 Class II mixed emergent marsh, shrub and wet meadow wetland.

Project Description:
The Department has made a tentative determination to approve a modification to the existing permit.  The modification includes a flow limit increase for outfall 001 to 13,800 gpd through the septic tank and sand filter.  The loadings for BOD5 and suspended solids have also been increased accordingly.  Sampling type and frequency have changed accordingly.  The two minor septic tank and leachfield to groundwater outfalls have been added to the permit for information only.

State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
