Project Description:
The Department has made a tentative determination to approve a new permit for a discharge of a varying amount of drydock water, caisson gate ballast, and stripping pump effluent to the Erie Basin (Class SD) from a drydock located at One Beard Street, Brooklyn, NY 11231 where the applicant repairs and paints ships.  The facility was formerly operated by NY Shipyard Corp., under a SPDES permit similar to the one applied for herein.  A draft permit is available for inspection at the DEC Region 2 office.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Applicant (Coastal Pipeline Company) proposes to install two new sections of 12-inch diameter steel petroleum product pipeline under the South and North of Shooter’s Island Reaches of the Arthur Kill/Newark Bay navigational channel, and in adjacent shoreward areas of: the City of Bayonne, Hudson County, NJ; the City of Elizabeth, Union County, NJ; and the Borough of Staten Island, Richmond County, NY at Port Ivory.  

The new pipeline sections are required as the existing pipeline will be removed to accommodate the Arthur Kill/Newark Bay permitted channel deepening. The two new sections of pipeline will total 5,364 feet, with 4,779 feet being in New Jersey and 585 feet in New York, and will interconnect with Coastal’s existing pipeline system beneath the Arthur Kill/Newark Bay channel on either side of the South and North of Shooter’s Island Reaches. The proposed sections of pipeline will be buried to provide a minimum of three feet cover on land and sufficient cover to meet the permitted dredge depths of the Arthur Kill/Newark Bay channels.        

The use of a horizontally controlled directional drilling construction technique to install the pipeline beneath the channels will avoid trenching in the Arthur Kill/Newark Bay Channel and in the immediate adjacent coastal areas. The staging area for the directional drill and pipe storage will require a total area of 1.178 acres in Bayonne, and 3.137 acres in Staten Island. The use of directional drilling to install the proposed pipeline beneath the Channel and the alignment of the proposed pipeline within or adjacent to existing disturbed areas minimize the potential for environmental impacts.

Before commissioning, the new pipeline will be hydrostatically tested in order to verify the pipe integrity. Testing will involve filling the pipe with fresh water and applying a pressure of approximately two times maximum operating pressure of the pipeline. Hydrostatic test water will be obtained from and returned to the Arthur Kill/Newark Bay Channel, with an energy dissipater/splash plate will be used to avoid scour during discharge of the hydrostatic water.

Following the completion of the connections for both the land-based and water-based pipelines, but before dredging of the channel commences the abandoned pipelines will be cleared of all product, cleansed with an approved degreasing solution, and finally removed and scrapped. The cleaning solution will drain into storage tanks and properly disposed of at Coastal’s Bayonne facility.

The Applicant proposes to start construction upon receipt of all required permits. Directional drilling and installation of new pipeline will take 9 - 12 weeks to complete.
