Project Description:
The applicant proposes to mine a total of 8.07 acres of sand and gravel, over the life of mine, on a 25 acre parcel of land owned by the Town of Saranac.  The site, located on the north side of Nashville Road, approximately 4,400 ft west of Pickets Corners Road, has had portions mined, by previous owners, under a DEC permit that expired in 1999.  A 400 ft tree buffer will remain on the southeast corner of the site, to serve as a visual and noise barrier, and a treed berm will remain along the road to act as a visual barrier.  Upon completion of mining, the site will be reclaimed to rural, open land by grading to appropriate slopes, seeding, and mulching.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has drafted a revised State Pollutant Discharge Elimination System (SPDES)  permit as the result of its' review of the existing SPDES permit through the Environmental Benefit Permit Strategy (EBPS) process. Changes to the existing permit include: Increase in the monitoring frequency for all process and cooling water outfalls in accordance with the guidelines in the Division of Water Technical Operational Guidance Series (TOGS) 1.2.1. Elimination of net limits in favor of gross limits for Outfall SUM. Addition of a Chlorine, Total Residual limit on Outfalls 001 and 002 and Nitrogen, Total Kjeldahl limits on Outfalls 001, 002, and 02A. Addition of Outfall 02B to monitor non-categorical contributions to Outfall 002. Inclusion of concentration limits on Outfalls 001, 02A and 02B based on the facility's compliance history and unique configuration of the facility's wastewater treatment system(e.g. availability of containment). Several limits for Outfall 02A have been lowered based on Best Available Treatment(BAT)/Best Professional Judgement(BPJ) analysis and calculation of categorical limits. Inclusion of quarterly monitoring for those parameters formerly monitored annually for Outfalls 003 through 013 and for new new stormwater Outfalls 014 and 015. Inclusion of a short term high intensity monitoring (STHIM) program for those parameters identified on the Industrial Chemical Survey (ICS) that are not presently identified in the permit or were included in the previous permit as Action Level parameters and were not detected during routine monitoring. Addition of a STHIM program for outfall 02C to determine whether 2,3,7,8-TCDD is present in the discharge from the incinerator scrubber waste water. Addition of several special conditions to address concerns regarding sampling during containment events and spills. Addition of compliance schedules to address treatability of oily wastes by the existing lagoons, wastewater treatment plant storm sewer discharges, and other minor issues identified during monitoring and inspections.
