DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of up to 165,000 gallons per day of treated sanitary waste to the Honeyoe Creek tributary.

Project Description:
The Department has received a Mined Land Reclamation application from Kenneth D. Podgers for the expansion of the mine site known as the Orleans Sand and Gravel - Seaman Pit.  The applicant proposes to expand an existing 7.9 acre sand and gravel mine to 22.4 acres within a 32 acre parcel on the south side of Cook Road in the Town of Hamlin.  The project site is on the Richard Suhr property approximately 3400 feet east of the Monroe - Orleans County Line Road, in the Town of Hamlin, Monroe County.

Operation of the mine will resume surface extraction of sand and gravel.  Mining is not proposed for below the local water table.  Excavation will be by mechanical equipment, and will remove approximately 700,000 cubic yards of sand and gravel over the estimated 7 year operational life of the mine.  Some material will be stockpiled as unprocessed “run-of-bank” for loading on trucks for transport off of the site.  The remaining material will be processed on site.  Processing will be limited to washing and screening, with existing dug ponds on the site continuing to provide the water.  With mining operations at an average rate of 100,000 cubic yards per year, the maximum truck traffic is estimated by the applicant to be 5 round trips per hour.  Final reclamation will restore the site to graded and re-vegetated open land, with the applicant indicating possible agricultural or residential use.  Hours of operation will be limited to weekdays from 7 AM until 4:30 PM, and Saturdays from 7 AM to 1 PM.  Reclamation will include the replacement of stockpiled topsoil and re-seeding.

The application is available for review at the Region 8 NYSDEC office, and a copy of the application materials has been sent to the Town of Hamlin.

Project Description:
The Department has received a Mined Land Reclamation application from Marvin E. Hogan for the expansion of the mine site known as the Saxby Sand and Gravel Pit.  The applicant proposes to expand an existing 30 acre sand and gravel mine to 35 acres within his 142 acre parcel on the south side of NYS Route 251 (Victor - Mendon Road) in the Town of Victor, Ontario County.  The mine site is bordered on the west by the Ontario - Monroe County line.

Operation of the mine will continue surface extraction of sand and gravel.  Mining is not proposed for below the local water table.  Excavation will be by mechanical equipment, and will remove approximately 45,000 cubic yards of sand and gravel over the estimated 2 year remaining operational life of the mine.  Some material will be loaded directly into trucks for transport off of the site.  The remaining material will be processed on site.  Processing will be limited to dry screening.  With mining operations removing an average of 22,500 cubic yards of material per year, the average truck traffic has been estimated by the applicant to be 10 round trips per day, or about one per hour.  Final reclamation will restore the site to graded and re-vegetated open land, with the applicant indicating possible residential use.  Reclamation will include the replacement of stockpiled topsoil and seeding with an approved mixture.

The application is available for review at the Region 8 NYSDEC office, and a copy of the application materials has been sent to the Town of Victor.
