Project Description: As part of the development
of the proposed Schuyler Flatts Cultural Park the applicant
proposes the construction of a 10 feet wide paved bike path on the existing sewer right-of-way in the
New York State Freshwater Wetland TS-2 adjacent area in the Town of
Colonie. The bike path will begin at Fourth Street to the north and extend southward
approximately 700 feet to the property line. Construction will involve the placement of
fill on the existing grade of the sewer right-of-way.

a drainage pipe which conveys road runoff, approximately

Project Description: The Department has received
an application from SUNY Albany - East Campus to
construct and operate an additional boiler. The applicant has proposed to accept a cap on
emissions of carbon monoxide (CO), sulfur dioxide (SO2), particulate matter less than 10
microns (PM10), particulate matter (PM), oxides of nitrogen (NOX), volatile organic
compounds (VOC), and total hazardous air pollutants (HAP), which will restrict the
potential to emit of the facility to a level which is less than the applicability threshold for
Title V. These levels are: 100 tons per year for CO, SO2, PM10, PM and NOX; 50 tons
per year for VOC; and 25 tons per year for total HAP. By accepting these state and
federally enforceable limits, SUNY will not be subject to this regulation. The applicant
has agreed to permit conditions which will limit emissions of the above contaminants to
less than the above thresholds. The permittee will be required to maintain records of the
volume of fuel fired and to report this data to verify compliance with permit conditions
and limits. The application and draft permit are available for inspection and comment at
the Region 4 office, 1130 North Westcott Road, Schenectady, NY. Comments will be
received for 30 days from the date of this notice.
