Project Description:

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to install an enhanced impermeable liner covering the tunnel area near building 1010A at the Relativistic Heavy Ion Collider site.  The project involves the removal of the existing berm/fill material, the installation of the new liner, the replacement of the fill material and seeding to stabilize the slope area.   Silt fencing and haybales are proposed to control erosion.   The project is located within 75 feet of the Peconic River, which is a regulated freshwater wetland and a designated scenic river. The project is located on the Brookhaven Laboratory property, Upton, Town of Brookhaven,  Suffolk County.

The Department has made a tentative determination to approve a modification of an existing permit for the discharge of sanitary waste and non-contact cooling water into groundwater from two outfalls.  The modification involves a change in the type of water treatment chemicals used in connection with the non-contact cooling water.  The discharges are from the applicant's existing office building located at Motor Parkway and the LIE Service Road, Islandia, Town of Islip, Suffolk County.  SPDES # NY0175943. The project is located within an area designated as a sole source aquifer.  Suffolk County Water Authority is the public water purveyor which has been identified as having a service area located within a three-mile radius of the applicant's facility.  A copy of the draft permit is available to review at the Region 1, Stony Brook office.
