Project Description: The applicant proposes to discharge fill into approximately 4.33 acres of
wetlands associated with the reconstruction and reconfiguration of the NYS
Route 17 Interchange at Exit 126 located on the west side of the Village of
Chester. The project involves the realignment of approximately 1,200 meters
(3,937 feet) of NYS Route 94 that includes construction of a new bridge to go
over NYS Route 17 at the existing westbound ramp location and the construction
of a full diamond interchange. Approximately 1.14 acres of the 4.33 acres of
wetlands that would be filled are part of State-designated Freshwater Wetland
WR-8 (Class III). The project will also require filling of approximately 2.7 acres of
the 100-foot buffer area of Freshwater Wetland WR-8. As mitigation for wetland
impacts, approximately 5.1 acres of wetlands will be created adjacent to State-designated Freshwater
Wetland MO-5 (Class II) within the northern portion of
Goose Pond Mountain State Park. A new Route 94 bridge will also be
constructed over Black Meadow Creek (DEC Index No. H-89-20 ; Class C).

Project Description: The
Town of New Windsor has applied for a Water Supply permit (WSA #10215) for a
permanent water taking from the City of Newburgh's Browns Pond Reservoir on an emergency
basis when the Town's connection to the New York City Catskill Aqueduct is unavailable, such as
during low pressure periods and during maintenance activities by the City of New York. The Town
would construct a permanent "dry hydrant" structure within the bed and banks of Browns Pond,
and would construct a permanent 10 in. diameter water main back to the Town's Water Treatment
Plant on Riley Road. The Browns Pond Reservoir is located between Mount Airy Road and Riley
Road in the Town of New Windsor, Orange County, New York.

- installation of 260 linear feet of stormwater pipe.
- construction of a stormwater detention basin. Construction involves
the
excavation of approximately 4000 cubic yards of material which will be utilized
elsewhere on the site.

Project Description: The applicant proposes to excavate gravel and sediment from 750 linear feet of
an unnamed tributary of the Wawayanda Creek for the purpose of reducing
flooding within portions of the Homestead Village condominium development.
Portions of the excavation areas are located within Freshwater Wetland WR-32
(Class II). A total of approximately 340 cubic yards of material is proposed to be
removed and deposited on a suitable upland site. The project is located both
upstream and downstream of Olde Wagon Road within the Homestead Village
development.
