Project Description:
The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for Hope's Windows, Inc., located at Hopkins Avenue, Jamestown, NY.  The facility manufactures windows (including the fabrication of window frames from aluminum and steel) and window screens.  Facility air emissions are from welding and fabrication, surface coating stations, a bonderizer and an anodizing line.  This permit contains federally enforceable permit conditions which limit facility emissions of methyl ethyl ketone to 19,000 pounds per year and total hazardous air pollutants to 22.5 tons per year to avoid permitting requirements of Title V.  The application and Draft Permit are available for review at the Region 9 Buffalo Office of the New York State Department of Environmental Conservation.    
State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Mar 18 2002.

Project Description:
The Department has drafted an initial Air State Facility Permit pursuant to Article 19 (Air Pollution Control) of the New York State Conservation Law (ECL) and the Federal Clean Air Act Amendments for the Ligniform Inc facility located at 5701 East Railroad Street in the Village of Castile. The applicant proposes to manufacture office furniture and coat metal and wood in the process. The facility plans to cap under 10 tons per year (TPY) of volatile organic compounds (VOCs) and therefore will not have to comply with the Reasonably Available Controlled Technology (RACT) requirements found in 6NYCRR Part 228.7, Table 1. Since the facility has agreed to accept federally enforceable conditions limiting emissions to levels below Title V thresholds, it is a non-major source and therefore avoids the permitting requirements of Title V and is also exempt from all provisions of 40 CFR Part 63 Subpart JJ - National Emission Standards for Wood Furniture Manufacturing Operations. The application and Draft Permit with conditions are available for review at the Region 9 office of the New York State Department of Environmental Conservation.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
