Project Description:
The Department has drafted a minor modification to a permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at Kendall Company, L.P., 130 South Main Street, Oriskany Falls, New York 13425.

This project involves the modification of existing emission unit, U-00008, at the above-mentioned facility.  This unit currently consists of the curafoam manufacturing process. This process results in the production of wound dressings for medical applications.  This modification will include the addition of a corona treatment system in order to enhance the "curafoam plus" web substrate's receptiveness by moderating its static electricity charge.  Emission from the corona treatment system consist of a small quantity of ozone and will be controlled by an ozone destruction unit.

In accordance with 6 NYCRR Part 621.5 (d)(9) and 201-6.4(c), the Administrator of the Environmental Protection AGency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.  After the public comment period, the USEPA will be provided a proposed permit and will have an additional 45 day period for review.  If USEPA does not raise any objection, the Department will issue the permit. The application and Draft Modified Title V Facility permit are available in the Region 6 NYS DEC office in Watertown, New York.

Hanson Aggregates on New York, Inc. proposes to expand their sand and gravel mining operation at their Boonville Plant.  The project involves increasing the permitted life of mine boundary from 71.4 acres to 103.7 acres, 11.4 acres of which has not been previously affected by mining activities.  The proposal also includes the use of new processing equipment (screening, crushing and washing ) and construction of a portable wash plant with an associated closed loop settling pond system.
The mine is located east of NYS Route 46 near the intersection of Mineral Springs Road, approximately 4000 feet south of the village limits of Boonville in the Town of Boonville.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation

The applicant proposes to modify a topsoil/clay mining permit on a 478.4 acre parcel owned by the applicant, 10 miles east of the City of Ogdensburg, approximately 700' south of NYS Route 37 and 3000' east of Taggart Road.  It is proposed to add 13.4 acres to a permitted 46 acre life of mine for a new life of mine of 59.4 acres, of which 15.5 acres have been reclaimed.  The modification request resulted from our enforcement action for mining outside the permitted mine boundary.
