Project Description:
Applicant proposes to apply pesticides for the control of mosquitoes at several locations within the City of Oneida.  Locations affected include select City stormwater collection systems, roadsides, and City trails where mosquitoe spraying was conducted over the past several years.  Pesticides proposed include Bti, Altosid, Vectobac, and Scourge.  
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Feb 22 2002.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The DEC has tentatively determined to issue a permit for discharge of treated wastewater from the existing Onondaga County Dept. of Transportation maintenance facility at 6877 County Garage Road, Jamesville.  Maintenance and washbay discharge and stormwater will be directed to class Ct Butternut Creek.  Sanitary wastewater will be discharged subsurface.  A draft permit is available for review upon request.  Excavation to Jamesville Reservoir is also required for installation of a new fire line intake.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: Onondaga County
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has prepared a draft permit and made a tentative determination to approve Oswego Harbor Power's application for the installation of a gas/distillate oil-fired boiler.  The boiler, rated at 90.5 mmBtu/hr, will not trigger PSD review or New Source Review under Part 231 because criteria pollutants will be capped at less than the significance levels.  The boiler will be subject to Nox RACT and the federal Standard of Performance for Small Industrial-Commercial-Institutional Steam Generating Units.

The application, draft permit, regulations and relevant supporting materials are available for review during normal business hours at the DEC Region 7 Office.  Comments of support or objction may be made by filing a written statement by the deadline indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised.  In accordance with 6NYCRR Part 621.7, a determination to hold a legislative public hearing shall be based on whether a significant degree of public interest exists; a determination to hold an adjudicatory hearing shall be based on whether public comments received raise substantive and significant issues relating to the application.  If a hearing is to be held, a Notice of Hearing will be published which will include the time and place of the hearing, and instructions on filing for party status and submitting comments.

Pursuant to 6NYCRR 201-6.3(a)(2), Oswego Harbor Power has one year to apply for a modification of its Title V permit.
