Project Description:

The action, located in the Adirondack Park, involves the reconstruction of the Square Dashnaw Road and replacement of the existing bridge over Cold Brook on a new alignment. The construction of the new road and stream crossing will involve disturbance to 0.03+/- acres of deciduous scrub shrub wetland and disturbance to 115 linear feet (0.06+/- acres) of stream bed, and will be located approximately 130 feet downstream from the existing stream crossing, on property owned by Larry Dashnaw. The proposed, new stream crossing will consist of two 13 ft wide by 8 ft high elliptical arch culverts in Cold Brook. During construction, erosion control barriers consisting of turbidity curtains and silt fencing will be in place. Upon completion of construction, disturbed areas adjacent to the site and the new road embankments will be treated with topsoil, seeded and mulched, and the existing road and bridge removed. Upon removal of the existing bridge, a 0.07+/- acre scrub shrub wetland will be created on the banks of Cold Brook.

Project Description:

The applicant proposes to place approximately 400 cubic yards of fill material in two areas of Freshwater Wetland CO-25 and its associated 100 foot regulated adjacent area in order to construct a temporary haul road. Crossing #1 will cross 120 feet of wetland and 200 feet of adjacent area. Crossing #2 will cross 55 feet of wetland and 200 feet of adjacent area. A total of 3500 square feet of wetland and adjacent area will be impacted by the project. The haul road will be used to transport spoil material removed during costruction of Cell #3 at the Franklin County Landfill to an approved upland disposal site on the landfill property where it will be graded ,topsoiled, seeded and mulched to establish a stabile vegetated area to ensure that erosion will not impact wetlands or surface waters in the area. Upon completion of the spoil removal, disposal and stabilization, all material placed in the wetland and adjacent areas for road construction will be removed and the areas restored as needed.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
