Project Description:

Compass Environmental Haulers, Inc. (CEH) has applied for a Part 360 Permit to operate a 550 tons per day transfer station, recyclable materials handling, and C&D processing facility at 150 Lee Road in the Town of Gates to handle C&D debris and recyclables from the municipal solid waste category including commercial waste, pre-sorted paper products and pre-sorted corrugated paperboard. The facility was formerly operated in a similar capacity by Parker Bay Consultants. The primary activity at the facility will be the transfer of material from smaller to larger hauling vehicles for disposal at an authorized landfill. The application materials are available for review and comment at the NYSDEC Region 8 Office in Avon.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Gates Town Board
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Feb 1 2002.

Project Description:

The Town of Erwin proposes to remove an existing gravel bar (approximately 7963 cubic yards) along the south bank of the Cohocton River, reshape the low flow channel, and stabilize the north bank from future erosion by adding stone fill and a series of stream veins (for a distance of 475 feet). The project is proposed to be located north east of the foot ball fields at Kinsella Park and approximately 475 feet downstream of the proposed new bridge required for the Extension of Robert Dann Drive, which will extend from the intersection of Robert Dann Drive and Lynn Morse Drive, north across the Cohocton River, to NYS Route 415. The proposed Robert Dann Drive Extension will intersect with NYS 415 approximately 1,000 feet east of Sunset Avenue. The purpose of the proposed river work is to mitigate fill within the floodway due to the proposed Robert Dann Extension Roadway approaches and bridge and to stabilize the Cohocton River from future bank erosion and gravel deposition in this reach. In addition, coffer dams will be placed below the ordinary high water line of the Cohocton River at the bridge pier locations, to minimize sedimentation into the river. State Environmental Quality Review (SEQR) Determination: A draft environmental impact statement has been prepared on this project and is on file.
SEQR Lead Agency: Erwin Town Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jan 31 2002.
