The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES)permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 2,320 gallons per day of treated sanitary waste to the St. Lawrence River.

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Utica Converters, 2214 Whitesboro Street, Utica, New York. The facility produces fabric for use in rubber tire manufacturing. Purchased yarn is twisted and spun, then coated. Coating and drying operation generates VOC's and HAP's emissions from two emission units: 1-000FT and 2-KD0FT.

This permit includes federally enforceable conditions to "cap" emissions below the applicable threshold level set forth in 6 NYCRR Part 201-6 Title V Facility Permits for VOC's at less than 50 tons per year. This permit also includes federally enforceable conditions to "cap" emissions below the applicable threshold level set forth in 40CFR63 subpart XXXX, a MACT, for HAP's at a single HAP less than 10 tons per year and total HAP's less than 25 tons per year. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

Project Description:

The Department has made a tentative determination to modify the SPDES permit for an existing discharge to the Oswegatchie River from the Village of Gouverneur Wastewater Treatment Plan located on State Route 58 in the Village of Gouverneur in St. Lawrence County. This modification was initiated by the Department under its EBPS program to revise the existing SPDES permit with updated information on: (1) the combined sewer overflow at the Village's main pump station; and (2) a new action level and monitoring requirements for Total Coppe. The flow limit has also been increased to 3.67 MGD (from 3.5 MGD) along with the corresponding increased effluent loading discharges for CBOD5, BOD5 and TSS.
