Project Description: The Department has made a tentative determination to approve a request by the applicant, Nepera, Inc., for modification of their existing SPDES permit to allow them to replace the six (6) water treatment chemicals currently used at their Harriman facility with twelve (12) new water treatment chemicals as identified on page 21 of the draft permit. The draft permit also includes monitoring for certain water treatment chemical ingredients in the outfall, including phosphorus and sulfite, in pages 4 & 6 of the draft permit. The draft permit would allow the use of both the old and new chemicals for a six (6) month transition period after issuance of the modified permit. The Department is also including in the draft permit the following proposed Department-initiated modifications: 1) Based on the Department's review of short-term monitoring results, new water quality based effluent limits for nitrites and Total Oxygen Demand (TOD) and new action levels for iron and manganese have been added to pages 3 & 5 of the draft permit. 2) Based upon the Department's review of the quarterly mercury monitoring reports, mercury sampling at additional monitoring locations in areas tributary to outfall #002 have been added to the draft permit. These new locations are identified in Special Condition "G" on page 13 of the draft permit. 3) Based upon available ambient mercury monitoring data for outfall #002, the calculated water quality based effluent limits have been revised and have been added to pages 3 & 5 of the draft permit. However, the enforceable compliance levels remain unchanged. All other terms and conditions of Nepera's current SPDES permit remained unchanged. The discharges regulated under this draft permit are to the Ramapo River at Nepera's chemical manufacturing plant located east of NYS Route 17 at its intersection with the Ramapo River, in the Village of Harriman, Orange County, New York.
