Project Description: Ernest Clark has proposed to begin excavating unconsolidated materials (sand and gravel) on 2 acres of a 4.5 acre property. Mining would be conducted in 1 phase; the duration of which would be approximately 5 years. Unconsolidated materials would be excavated from the mining face that will range from less than 5 feet high to a 20 foot maximum height. The average height of the mining face will be 10 feet. The proposed mine will have on-site processing of material. A 200-foot haul road will be utilized to provide direct access to Byrnes Road (Town of Chester). The reclamation objective is to provide land for open space and wildlife habitat. This will be accomplished by revegetation of the site and the natural reforestation to white pine. A copy of the application is available for review at the NYS DEC office in Warrensburg and the APA office in Ray Brook. The hours of operation of the site are proposed to be from 7:00am to 4:30pm daily seven days a week.

Project Description: Three-lot subdivision involving wetlands, substandard size non-shoreline lot, lands within 1/8 mile of state land classified as wilderness and within 1/4 mile of a designated recreational river, the West Branch of Sacandaga River. Project Name: David T. Smead

Project Description: The project involves a commercial sand and gravel extraction for the purpose of removing top soil from a 530 ft. x 800 ft. portion of an existing field. The applicant proposes to remove about 10,000 cubic yards of top soil over a two year period. The effected area will be reclaimed by grading it as close to its original contours as possible, adding lime and fertilizer and reseeding with timothy and clover. An existing dirt access road will be used for access to the mining area. County Route 1 (Hadley Stony Creek Road) will be used to haul the top soil to locations both north and south of the project site. The applicant intends to do the top soil mining within as short a time frame as possible during the Summer season. The project site is located within the "river area" of the Hudson River where the river is designated a Recreational River in the NYS Wild, Scenic and Recreational River System. The area to be mined will be 250 ft. from the river with intervening vegetation to along the bank of the river to remain undisturbed. The mining operation will not be visible from the river.

Project Description: A three-lot subdivision involving wetlands of 74.6 acres in Rural Use. The smallest lot will be 9.034 acres in size and the largest 56 acres. One lot is proposed to be conveyed as a future residential use parcel with on-site water and sewage systems and one lot is proposed to be to be conveyed and merged as a non-building lot with an adjoining parcel. The remaining lot with existing single family dwelling will be retained. The project is a Class A regional project for new land use or subdivision within a critical environmental area.

Project Name: Town of Lake Luzerne

Location: Town of Lake Luzerne, Warren County, on the north side of Towner Road and the west side of Howe Road

Project Description: Applicants propose a mineral extraction. They propose to mine 3,500-5000 cubic yards of sand annually for five years. The material will be utilized by the Town of Lake Luzerne for application of winter road sand and salt. The project includes construction of a temporary salt storage building and a concrete slab where sand/salt mixing will occur and then be covered by tarps prior to being utilized on Town roads. The project parcels contain wetlands.


Negative Declaration

Clinton County - The Town of Chazy, as lead agency, has determined that the proposed modification of the Town of Chazy zoning law will not have a significant adverse environmental impact. The action involves an amendment to the existing code, which adds sections regarding "adult uses" and "travel trailers", as well as changing the definition of a "travel trailer park." The project is located townwide.
