The applicant proposes to place a 250 foot long, 24 inch diameter HDPE culvert and cover with fill in a Federal jurisdiction wetland and navigable water oxbow of Caughdenoy Creek. Required mitigation to create a similar oxbow wetland adjacent to the creek using topsoil taken from the filled area will restore natural benefits lost by the project. The project area on the applicant's facility, Caughdenoy Creek Golf Club, is in a mowed depression subject to seasonal flooding.
