Project Description:

The Department has made a tentative determination to approve an application for a modification to an existing SPDES permit. The modification includes the additional discharge of 700 gpd of process wastewater from a new potable water treatment plant to groundwater, in addition to the existing discharge of 9200 gpd of treated sanitary wastewater through a septic tank/leach field. The project is located at the Country Estates East Mobile Home Park, on Gahbauer Road in the Town of Claverack, Columbia County. A draft permit is available for review at the Region 4 Office. SPDES #NY-0261483.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to place rock rip rap along 250 feet of an eroded stream bank of the Butternut Creek to lessen erosion to agricultural land. A boulder vane will be installed at the head of the eroded bank to deflect flows. A ford will be established in an unnamed tributary of Butternut Creek to allow agricultural equipment access to crop fields. The approaches to the proposed ford on both banks will be reshaped and stabilized with gravel or cobble as needed. The project is located off State Route 51 just north of Myers Mills/George Badin Road.
