Project Title: Availability of Voluntary Cleanup Project Work Plan for Comment
Northwood Dix, Inc. dba Carriage Traders
VCP Site No. V-00198-5
Project Location: The site is located at 161 Lower Dix Avenue, Town of Kingsbury, Washington
County in the Region 5 DEC jurisdiction.
Brief Project Description: The Volunteer desires to clean up the site as part of its plan to sell the site to Falls Farm and Garden Equipment Company, Inc. ("Falls Farm") the current lessee of the site, whose principal place of business is located on neighboring property at 115 Lower Dix Avenue, Kingsbury, New York. Falls Farm intends to continue to use the site for commercial purposes in connection with its retail business involving the sale and service of lawn and garden equipment ("contemplated use").
The nature of the contamination is petroleum contamination which allegedly resulted from a petroleum spill(s) when the parcel was owned by the previous party, who operated an oil company on the site. The site is approximately one-acre in size. Subsurface contamination was discovered along the western portion of the site during routine investigations as part of a Phase 1 and Phase 2 environmental site assessment in 1996. Subsequently, Carriage Traders has investigated the extent and type of contamination present and is working with the Department to resolve the spill in a satisfactory manner.
The intended use of the site after cleanup will be for commercial purposes. At this time, the current lessee of the site intends to purchase the site to use in connection with its retail business involving the sale and service of lawn and garden equipment. It is not known if any new jobs will be created by the use of the property after cleanup.
Comment Period: The Voluntary Agreement was entered into by the Department on November 27, 2001 and is available for review at the locations below.
