|
Project Description: The Department has prepared a draft permit and fact sheets and made a tentative determination to modify the current SPDES Permit, # NY- 0000973, for the treated discharge of process, sanitary, and groundwaters, as well as stormwater runoff from the West Valley Demonstration Project (WVDP), operated by the Department of Energy(DOE) and located at 10282 Rock Spring Road, West Valley NY. The WVDP is an approximately 200 acre site where DOE provides solidification treatment of high-level liquid radioactive waste, management of low-level waste and decontamination and decommissioning of a former nuclear fuel reprocessing plant. The facility discharges to Erdman Brook, Franks Creek and Quarry Creek which are tributary to Cattaraugus Creek. This modification authorizes an increased flow ( from 2.6 to 10.5 million gallons per year - MGY ) of treated effluent from the "North Plateau Groundwater Treatment System" and total nominal discharge at outfall #001 of 22 MGY. The draft proposes implementation of Best Management Practices for operation and monitoring, provides a waiver of outfall signage, and adds an effluent limit for mercury. The discharge of mercury is also subject to pre-treatment limits and internal monitoring requirements with a compliance schedule. Additional monitoring of internal stormwater outlets, while announced in a May 23, 1997 Notice of Complete Application, has not been permitted and is not provided for in this draft. Other modifications have been requested by the permittee that are not addressed in the proposed draft. Those modifications are still pending and would become subject to future public notice upon acceptance by this Department. The draft permit, fact sheets, application, and applicable regulations are available for inspection at the NYSDEC Region 9 Office. Comments in support of or in opposition to the proposed permit may be made by filing a written statement by the deadline date indicated. The decision to hold a public hearing on the draft permit will be based on the Department's review of comments received. |

Project Description: The Department has drafted an Air State Facility Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Flexovit facility located at 1305 Eden-Evans Center Road. The primary product manufactured at the Flexovit facility is abrasive grinding wheels. The draft permit includes conditions that limit the emissions of Volatile Organic Compounds (VOCs) and Hazardous Air Pollutants (HAPs) to less than the Title V thresholds. The cap for VOC emissions of less than 50 tons per year also effectively caps the facility out of the requirements of 6 NYCRR Part 212.10, Reasonable Available Control Technology (RACT), and Part 234, control requirements for graphic arts processes. The facility is subject to the control requirements of 6 NYCRR Part 228 for surface coating operations. Emissions of VOCs are controlled with an afterburner. The application, draft permit, relevant supporting materials, and regulations are available for review during normal business hours at the Region 9 Office of the NYS Department of Environmental Conservation. |
