Project Description:

The Department has made a tentative determination to approve a modification to the existing permit. The modification includes a modified flow limit, mercury discharge level and zinc action level; as well as updated language relative to toxicity testing and combined sewer overflow (CSO) requirements.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Watertown City Council
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jan 18 2002.

Project Description:

The applicant proposes to add 0.56 acres to a current mining permit for 6.2 acres of sand and gravel on a 74.7 acre parcel owned by the applicant .5 miles east of the intersection of Interstate Route 81 and NYS Route 12, 4 miles west of the Village of Alexandria Bay. The 0.56 acres

would facilitate a new haulage road opposite the construction entrance road to Bonnie Castle Resort.
