Project Description:

As a result of an Order of Consent between NYS Department of Environmental Conservation and NYC Department of Environmental Protection, the applicant proposes to construct a combined sewer overflow (CSO) storage facility at the head of Paerdegat Basin. The service, or tributary area of the proposed CSO facility includes all or most of the Crown Heights, Flatbush, East Flatbush, Canarsie, and Flatlands neighborhoods. The primary purpose of the proposed project is to improve the water quality of in Paerdegat Basin by removing or minimizing the volume of combined sewage that currently discharges untreated during wet weather into Paerdegat Basin.

The proposed Paerdegat Basin CSO facility is composed of three major structural components: 1) an Operations Building to house screening, pumping, and odor control systems; 2) a 30 million-gallon underground retention tank; and 3) Collection Facility South. Supplementing the retention tank capacity there would be sewer system modifications to allow for the storage of an additional 20 million gallons of combined sewage in the large trunk lines of the Paerdegat Basin tributary sewer system.

The proposed projects includes dredging the entrance channel at Jamaica Bay end of the Basin (20,000 cys), dredging a construction barge access channel at the CSO end of the Basin (38,000 cys), and dredging immediately in front of the CSO tank (1,000 cys). All proposed dredging will be done in accordance with best management practices for the type of sediments being removed. The dredged material will be placed at an upland location to be specified before dredging can begin.

A Final Environmental Impact Statement (FEIS) for the proposed CSO facility has been prepared by the NYC Department of Environmental Protection, acting as lead agency, pursuant to the environmental review requirements of SEQRA and its implementing regulations (6NYCRR Part 617), the State Environmental Review Process (SERP) and its implementing regulations, as well as pursuant to CEQR procedures, New York City Executive Order 91 or 1977, and its amendments.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYC Dept of Environmental Protection
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jan 12 2002.
