Project Description:

The Department of Environmental Conservation has made a tentative determination to approve an application for Air Pollution Control (Article 19 of the Environmental Conservation Law [ECL]) approval filed by Shipley Company, LLC and has prepared a Draft State Facility Permit for the operation. Shipley Company, LLC, formerly known as Lea-Ronal, Inc., manufactures products used in the electronics industry and recovers precious metals such as gold. Primary products include potassium gold cyanide, a palladium ammonium complex, thin methasulfonate and imaging inks. The facility operates several non-production, pilot plating lines to evaluate its products and several boilers and natural gas heaters. The total heat input of the boilers and gas heaters is 7.7 mmBTU/hr. The draft permit restricts facility emissions to less than 25 tons per year of volatile organic compounds (VOCs), less than 10 tons per year of any single compound listed as a hazardous air pollutant (HAP), or less than 25 tons per year of any combination of HAPs. These emission levels will maintain the facility below major stationary source thresholds. By accepting this permit, the permittee agrees that it will comply with the facility emissions restrictions described above, the general conditions and any special conditions in the permit, all applicable regulations and the ECL. The application and draft permit are available for review at the Region 1 office in Stony Brook.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
