Project Description:

The applicant proposes to relocate existing water and sanitary sewer lines within the Owasco Outlet channel; and perform surface repairs to the underside and facade of the concrete bridge arch at Canoga Street over the Owasco Outlet; and installation of two new catch basins, one manhole and interconnecting pipe on and adjacent to the west approach to the bridge to improve stormwater drainage. The stormwater will outlet near the stream through the pipe. Location: Canoga Street, Owasco Outlet, in the City of Auburn.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 28 2001.

Project Description:

The Department has made a tentative determination to approve an application for a new permit for an existing discharge of a varying amount of cooling water from the facilities' stone cutting operation from the applicant's facility located at 33 Quarry Road in the Town of Dryden. The use of freezing point depressant chemicals for the saw cutting cooling water or oils for saw operation are not authorized. In addition, the use of chemicals for dust suppression or flocculation agents is not authorized by this draft permit.
