The applicant, along with the assisstance of the Cayuga County SWCD, propose to place approximately 300 feet of rip-rap along the Big Salmon Creek to prevent further erosion, located on the applicant's property, near the southwest corner of the Hamlet of Genoa, south of Route 90.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Cayuga County Soil and Water Cons District
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 21 2001.

Project Description:

The Department had made a tentative determination to approve this application for a modification of the SPDES permit issued on February 1, 1999 for the Village of Skaneateles Wastewater Treatment Plant located on Fennel Street in Skaneateles. The modification is based on findings from a Consent Order (C.O.) and a Report done for the C.O., entitled "Justification to Increase SPDES Permit Flow, Village of Skaneateles, NY", dated May 2001. There are various modifications/updates proposed for the permit, which include: change in flow from from 0.55 million gallons per day (MGD), 30 day average to 0.66 MGD, 12 month rolling average; monitoring of overflow retention facility, which discharges to the chlorine tank, prior to discharge to Skaneateles Creek; and a Compliance Schedule for wet weather operations plan.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
