Project Description:

The town of bellmont proposes to continue mining sand and gravel from a portion of a 15.3 acre site owned by the Town on the Brown-Benoit Road. Previously, the Town also operated a landfill on another portion of this site. To date, 4.5 acres have been affected by mining and an additional 1.25 acres are proposed to be affected during the initial 5-year permit term that is sought. The proposed life-of-mine acreage is 6.25 acres. A portable screening plant will be used at the site on a seasonal basis to process minerals which will be stockpiled on site. At the conclusion of mining at this site, areas disturbed by mining will be graded to stable slopes, topsoiled, seeded, fertilized and mulched to establish a uniform vegetative cover. Pine seedlings may also be planted as part of the reclamation process. The portion of the site previously used as a landfill will be reshaped, covered with a final cover system in accordance with Department re-

quirements and topsoiled, seeded, fertilized and mulched. Reclamation of all areas disturbed by mining in conjuction with the landfill closure is expected to be complete by the end of 2002. The Adirondack Park Agency is also reviewing an application for the expansion of the mining operation at this site (APA# 2001-173).

This notice is a correction to the original notice for this project published in the August 23,2000 edition of the ENB. This project was noticed in the ENB but not in a local newspaper(notice was required in both the ENB and a local newspaper beginning May 3,2000). This correction establishes a new 30 day public comment period. The Department of Environmental Conservation may modify the existing permit based upon comments received from the public. The Department of Environmental Conservation(DEC) has received an application from Universal Packaging Corporation for modifications to an existing air pollution control permit for process sources located in Saratoga Springs. These modifications are being proposed by the applicant for the purpose of establishing certified emission reduction credits(ERC's) for past reductions which resulted from the shutdown of this facility. Through these permit modifications, Universal Packaging Corporation will be establishing ERC's in accordance with 6NYCRR Part 231 "New Source Review in Non Attainment Areas". Universal Packaging was a high volume folding carton producer. The facility has closed and no longer operates production equipment. All production equipment was removed from the building. The applicant surrendered an existing Article 19 Title V facility permit and submitted facility registration certificates for two 25.1 mmBTU/hr boilers that will remain in operation to heat the building. For ERC calculation, the applicant has chosen two consecutive annual periods ending 6/30/00 that were representative of normal operation of this source and can be accepted as the baseline period. The emission reductions for each contaminant is as follows (in tons per year): VOC= 89.2 tpy. The full amount of ERC's are available to the applicant for netting purposes. The Department proposes to approve the permit modifications and the ERC application. The application for these permit modifications, the draft Special Permit Conditions prepared by the Department, certification reports, relevant supporting materials and regulations are available for review during normal business hours at the Regional office indicated below. Comments of support or objection may be made by filing a written statement at the Regional office. Comments must be received within 30 days from the date of this notice. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

The Department of Environmental Conservation(DEC) has received an application from Mohawk Paper Mills, Inc. for modifications to an existing air pollution control permit for combustion sources located in Waterford, NY. These modifications are being proposed by the applicant for the purpose of establishing certified emission reduction credits(ERC's) for past reductions which resulted from the shutdown of boilers. Through these permit modifications, Mohawk Paper Mills, Inc. will be establishing ERC's in accordance with 6 NYCRR 231-2 "New Source Review in Non Attainment Areas." Mohawk Paper Mills, Inc. produces premium printing papers. This company produces 90,000 tons per year of paper products. The applicant seeks to obtain NOx and VOC ERC's from the shutdown and dismantling of boilers that were previously connected to emission points 00001, 00002, and 00003. For ERC calculation, the applicant has chosen two consecutive annual periods ending 12/31/92 that were representative of normal operation of this source and can be accepted as the baseline period. The emission reductions for each contaminant are as follows(in tons per year):VOC= 0.34 tpy, NOx= 61.5 tpy. The Department proposes to approve the permit modification and the ERC application. The application for these permit modifications, the draft Special Permit Conditions prepared by the Department, certification reports, relevant supporting materials and regulations are available for review during normal business hours at the Regional office indicated below. Peckham Materials Corporation manufactures asphalt paving mixtures and crushed and broken stone. The facility shut down one permitted diesel engine(EP# STN02) and two exempt diesel engines. The emission reduction for each contaminant is as follows(in tons per year): NOx= 20.63 tpy. The full amount of ERC's are available to the applicant for netting purposes.
