Project Description:

      The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Applicant's facility located

The Callanan Industries Maybrook Asphalt Facility is located in Maybrook, New York and consists of an existing batch hot mix asphalt plant and aggregate processing operation. The facility is described by two emission units: the existing 300 ton per hour batch mix asphalt plant (U-BCH01), and existing 200 ton per hour fixed aggregate processing plant (U-AG001).

     Facility emissions are limited below major stationary source thresholds. Specifically, the combined emissions from the two emission units will be limited to 95 tons per year each for oxides of nitrogen (NOx), Carbon Monoxide (CO), Sulfur Dioxide (SO2) and particulate matter, and 47.5 tons per year of volatile organic compounds (VOCs). Production will be shifted between the two operations as necessary to remain below the annual limits. Emissions will be tracked on a monthly basis in accordance with permit conditions under 6NYCCRR 201-7.2.

     The facility is subject to new source performance standards 40CFR Part 60 Subpart 1 (Standards of Performance for Hot Mix Asphalt Plants), 40CFR Part 60 Subpart 000 (Standards of Performance for Nometallic Mineral Processing Plants), 6NYCRR Part 212, 6NYCRR Part 225, and 6NYCRR Part 227.

     By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

     The Application and Draft Permit are available for review at the Regional Office of the NYSDEC.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Project Description:

The Department has made a tentative determination to approve this application to modify a SPDES permit for surface discharge of 97,950 gallons per day (gpd) of treated sanitary wastewater to an unnamed tributary of the Muscoot River (Class D) at the applicant's school complex (Mahopac High School, Middle School, and Elementary School). The permit modification consolidates the surface discharge from three existing outfalls (Nos. 001, 002, & 003) into one outfall (No. 002) at the educational facilities and discontinues discharge from outfall Nos. 001 & 003. The modification reflects construction of a new wastewater treatment plant (WWTP) in order to meet requirements of the NYC Watershed Rules & Regulation (WR & R). There will be no increase in volume or pollutant loading of the discharge to surface water as a result of the project. The project is located on the west side of Baldwin Place Road in Lake Mahopac, approximately 2000 feet south of NYS Route 6N in the Town of Carmel, Putnam County. A draft permit is available for inspection and comment at the regional office.

Project Description:

     The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Applicant's facility located in Buchanan,, New York.      

     Indian Point Unit 1 and 2 Nuclear Power Station submited a State Facility Permit Application for purposes of obtaining a federally enforceable emissions cap for existing emissions sources, as further described in the application. This application does not involve the construction of new emissions sources. The cap will involve limiting fuel usage to 1,285,715 gallons per year for the House Service Boilers and 159,250 gallons per year for the Combustion Turbines. The remaining combustion sources will be limited as indicated in Table 3 of Attachment A. Records will be used to verify adherence to this cap of 23.7 tons per year of Oxides of Nitrogen.
