Project Description:

The Department has received a notice of closure from the permittee to permanently close the Colonie Cogeneration Plant located at 2620 North Ninth Avenue, Watervliet NY 12212 (Norton Company, Building #51).

The Permittee is surrendering the existing State Facility Air permit to operate a gas turbine type electrical generation unit located at this facility. The plant has been closed and will not operate again. Additionally, the permittee, Albany Cogeneration Associates (ACA) is proposing the establishment of certified NOx emission reduction credits (ERC) for these past emission reductions resulting from the permanent shutdown of the gas turbine at this facility.

ACA is proposing to establish 127.6 certified ERC's in accordance with 6 NYCRR Part 231 "New Source Review". The quantity of ERC's represents the prior 2 year average (tons/year) of NOx emissions.. This notice and the ERC Quantification Form are available for review at the NYS DEC Region 4 Office at 1130 North Westcott Road, Schenectady, NY. Comments will be received for a period of 30 days from the date of this notice.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 28 2001.
