Project Description:

The Cayuga County SWCD and the applicant, proposes to relocate and straighten an 80 linear foot segment of an unnamed tributary to Cayuga Lake, located on the applicant's property at 17 Walnut Street in the Town of Springport. Moving the channel to the North approximately 12 feet will create an excavated volume of approximately 237 cubic yards of material. This material will be utilized to fill the abandoned bend in the channel. Both 80 linear foot banks (on the North and South sides of the channel) will be stabilized with rock rip rap five feet in height on a 2:1 slope, and keyed into the bed on the channel 2 additional feet.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Cayuga County Soil and Water Cons District
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 7 2001.

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the existing Pall Trinity Micro production facility, located at 3643 NYS Route 281, Cortland, NY. This facility manufactures; disposable and cleanable filter elements, filtration systems, filter housings, and metal filter media. This permit contains volatile organic compounds reasonably available control technology (VOC RACT) variance provisions related to compliance with 6NYCRR 212.10.

In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the US Environmental Protection Agency(USEPA) has authority to bar issuance of a Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

The application, draft permit and supporting materials are available for public review during normal business hours at the NYS DEC Region 7, Syracuse office. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
