Project Description:

The Department has made a tentative determination to approve a modification to the existing SPDES permit for the Glenwood Gas Plant. The modification is required to accommodate the additional flow of wastewater and stormwater from a new facility, Glenwood Landing Energy Center. The new facility is a gas turbine facility, consisting of two General Electric (GE) LM6000 Sprint simple cycle combustion turbines, limited to a net output of 79.9 MW. The permit is also modified to reflect the fact that gas operations have ceased and most gas related facilities have been decommissioned and dismantled.

The air application for the Glenwood Landing Energy Center and the above referenced SPDES modification were included in the Combined Notice of Complete and Application and Legislative Public Hearing for the new operations. State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:

CPN Bethpage 3rd Turbine ("CPN Bethpage") proposes to construct and operate a new gas turbine facility, the Bethpage Combustion Turbine Project. The new facility will be constructed immediately adjacent to the existing TBG Cogen Partners' cogeneration facility. The proposed Bethpage Combustion Turbine Project will consist of a new General Electric (GE) LM6000 Sprint simple cycle combustion turbine. The total new electrical power from this combustion turbine generator will have a nominal electrical power output of less than 50 MW.

The combustion turbine will fire natural gas and the unit will operate in simple cycle mode (no heat recovery) to provide electric generation particularly during periods of high demand. The turbine will utilize water injection and selective catalytic reduction (SCR) to control nitrogen oxide (NOx) emissions and an oxidation catalyst will be used to control emissions of carbon monoxide (CO) and volatile organic compounds (VOC). Upon leaving the turbine, the exhaust will be directed into a 100-foot stack.
