Project Description:

The Department has received an application from Orion Power to modify air permits for the Astoria Generating Station (AGS) and to establish Emission Reduction Credits (ERC's) as a result of modifications to the AGS. AGS, an electric generating facility subject to 6 NYCRR Part 201, is located at 18-01 20th Avenue, Astoria, NY (Queens County). The existing AGS consists of four operating units that include four boilers (Nos. 20, 30, 40, and 50), their associated steam turbines and ancillary equipment.

The Orion Power Astoria Repowering project will eventually replace AGS's existing four boilers with six combustion turbines. The Repowering will increase AGS electric generating capacity from 1,254 MW to 1,816 MW

To establish ERC's, Orion Power is proposing a future shutdown of Boilers 20 and 50 and to accept enforceable operating restrictions on Boiler 30 to reduce emissions during the approximately one year period between the repowering of two of the units. AGS is an electric generating facility subject to 6 NYCRR Part 201. Boilers 20 and 50 will be shutdown as the first three of six proposed new gas turbines for the Orion Astoria Repowering (Orion Repowering) project are brought on-line.

The ERC's resulting from the Orion Power Astoria Repowering project are intended to be partially used for netting purposes. The future shutdown of Boilers 20 and 50 and the restricted operation of Boiler 30 will result in the gross emission reductions for NOx, VOCs and CO. The reductions are as follows; NOx = 1103.26 tons per year (TPY), VOC = 31 TPY and CO = 159.9 TPY. For CO, the full amount of the ERC's is available to the applicant as offsets. For VOC and NOx, the amounts available to the facility for netting purposes are: VOC = 31 TPY; and NOx = 559.9 TPY. For the remainder of the NO x , as per 6 NYCRR Part 231-2.6, the Department retains 25 % of the ERC's. The remaining 75%, amounting to 407.52 TPY, are available to the applicant for use as offsets.

This notice establishes a 30-day public comment period for this proposed permit modification and certification of ERC's.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 14 2001.

The applicant proposes to construct 26 one-family houses. Portions of a proposed roadway and utility connections are located within the adjacent area of NYSDEC regulated Class I Freshwater Wetland AR-17 (Wolf's Pond). The wetland is located across the street from the project site which is located on Purdy Place between Sequine and Van Wyck Avenues, Staten Island Block 6666, Lots 57 & 61.
